Santa Barbara sits below the steep south face of the Santa Ynez Mountains, and wildfire in the wildland-urban interface is its dominant natural hazard. The 2017 Thomas Fire burned about 281,000 acres across Santa Barbara and Ventura counties, the largest in recorded California history at the time, reaching the front country above the city near the 2008 Tea and 2009 Jesusita burn areas. Sundowner winds drive the spread, a local downslope wind that pours through the canyons at 40 to 60 mph and gusts higher in strong events, drying the fuels ahead of the flames.
That fire hazard cascades into others. On January 9, 2018, about half an inch of rain fell in five minutes on the Thomas Fire burn scar above Montecito; the hardened, water-repellent soil could not absorb it, and the debris flow that followed killed 23 people and destroyed more than 100 homes. The ground shakes as well: the 1925 Santa Barbara earthquake reached an estimated magnitude near 6.8 and destroyed or badly damaged roughly 85 percent of the downtown commercial core. Downtown was rebuilt in the Spanish Colonial Revival style that still defines it, stucco over low-pitch clay tile, while residential stock runs to mid-century wood frame on hillside lots, often with aged wiring and later additions.
