The Santa Monica Fault Zone runs beneath the city. USGS seismic-reflection work maps it as an active reverse (thrust) fault, one of several faults bounding the northwestern edge of the Los Angeles basin. The city's Local Hazard Mitigation Plan pairs that shaking hazard with liquefaction in the soft coastal alluvium and seismically induced slope failure. In the 1994 Northridge earthquake, geologic focusing along that basin edge concentrated the ground motion in Santa Monica, producing intensity as high as anywhere near the epicenter, and much of the damage fell at or south of the fault, where many multifamily buildings were red- and yellow-tagged.

The building stock explains the exposure. Census figures put the median structure age in the late 1960s, and the dense multifamily rentals that dominate the city went up mainly from the 1950s through the 1970s. That era produced the wood-frame soft-story buildings with tuck-under parking that failed in Northridge. The 2017 mandatory retrofit ordinance identified roughly 2,000 buildings, about 1,700 of them soft-story, along with unreinforced masonry, non-ductile concrete, and steel moment-frame structures. At the shoreline, the Palisades Bluff is a chronically unstable coastal slope where rainfall and wave action trigger cliff failures.

In January 2025 the Palisades Fire broke out in the hills above Pacific Palisades after months with almost no measurable rain, and Santa Ana winds drove it through Pacific Palisades, Malibu, and Topanga. Santa Monica did not burn, but evacuation warnings on its northern edge and debris and water advisories along its beaches showed how exposed the city is where it meets the canyons. Closer in, aging wiring in the older multifamily and mixed-use stock starts fires of its own, and the cause is seldom obvious in the debris.
