The Kentucky River runs through downtown Frankfort and carries a severe flood history. It crested at a record 48.47 feet on December 10, 1978, higher than the 1937 flood, put more than half of downtown underwater, and forced roughly 1,000 people from their homes. Franklin County has logged more than 1,500 NFIP flood insurance claims since 1978 and multiple federal disaster declarations, and the FEMA National Risk Index sets the county's annual expected loss from riverine flooding above $14 million. In January 2024 a sinkhole near a major water line in the city grew from roughly 6 feet to more than 20 feet across within two weeks and took about $230,000 in emergency remediation. The downtown building stock is heavily 19th-century masonry, Italianate brick from the 1870s and 1880s rebuilt after an 1870 fire that leveled much of the core, alongside the Georgian Liberty Hall from the 1790s and the Greek Revival Old State Capitol. Load-bearing brick, timber framing, and aging mortar are exposed to freeze-thaw and to differential settlement over karst.
