Forensic Engineering in Hagerstown

The Hagerstown Valley is the largest karst terrane in Maryland, underlain by Cambrian and Ordovician carbonate bedrock that includes the Elbrook and Conococheague formations. A Maryland Geological Survey and State Highway Administration mapping program located roughly 3,800 karst features across the valley, about 20 percent of them active sinkholes, and found that bedrock type, joints, and faults control where cover-collapse features form. That makes foundation and slab distress over carbonate ground a real engineering question here, not a cosmetic one, because early cover-collapse can read like ordinary settlement above grade.

Above that ground, the city stands in the Great Valley near Antietam Creek and Conococheague Creek, with a flood record that runs from the Great Flood of 1877, when the Potomac, Antietam, and Conococheague crested higher than ever recorded, through Hurricane Ida in September 2021, which arrived inland as heavy rain and pushed the Conococheague to major flood stage rather than as coastal surge. West of the Blue Ridge, severe convective storms also bring damaging straight-line wind, large hail, and occasional tornadoes across Washington County. The building stock is old and masonry-heavy: a compact downtown of four- to eight-story Victorian and Beaux Arts red-brick commercial buildings listed on the National Register, ringed by railroad-era rowhouse blocks and early brick and stone houses, all working through the freeze-thaw cycles of a Zone 4A mixed-humid climate.
