Pueblo grew as a steel city around Colorado Fuel and Iron's Minnequa Works, and its Union Avenue Historic Commercial District, listed on the National Register in 1983 with 69 contributing properties, holds the brick and stone masonry and stone lintels of the late 1800s and early 1900s, alongside CF&I-era worker housing. Newer neighborhoods spread over the same expansive Pierre Shale and claystone, so unreinforced and older reinforced masonry sit beside slab-on-grade and basement foundations, all exposed to expansive-soil heave, freeze-thaw in a cold zone 5b to 6a climate, and hail-driven roof and cladding damage. The Arkansas River and Fountain Creek add the historic flood risk that broke the levees and put the downtown business district under as much as 20 feet of water in the Great Pueblo Flood of 1921.
